They function fine without them, it's just "unfinished" looking. Our replacement set's worked out fine (actually, they sent a little baggie with two or three of each letter, so it must be a known issue for Pegasus), but they do pop off if the toothpaste tube falls out of the medicine cabinet and hits it at just the right angle or if you grab the handle in a peculiar way. The one on display at Home Depot was missing the flaps too. We were concerned that that's just what they looked like, but they were clearly shown on the box. It's worked out very nicely, except (and you knew there was going to be an "except," right) the little H and C tabs that denote hot and cold supply tend to pop off very easily. They're just little metal flaps held in place by tension and we ended up with one or five of those little flaps breaking off. Pegasus was pretty quick in sending replacements (for free), however ...
